Workers who have been placed on unpaid leave (HALAT) due to the war with Iran and are entitled to receive 70% of their salaries will have to apply for the payment themselves. This was clarified on June 24 by the National Insurance Service (Bituach Leumi). These payments will be considered unemployment benefits, and therefore must be applied for by the employee, not the employer. The National Insurance Service clarified to Ynet journalists that no money is expected in the near future, since approval of this plan first requires the adoption of a law. “It is important not to mislead the public that they will receive money tomorrow. Unfortunately, this will not happen soon,” the Bituach Leumi said in a statement.
Payment for unpaid leave in Israel is not automatic. It must be approved through the normal legislative process, which includes a first reading in the Knesset, debate in committee, hearing objections, returning to committee, and only then put to a vote at the Knesset plenary session for the second and third readings, which are expected before parliament's summer recess on July 27.
