What a manpower agency is and why check the licence
A manpower agency (חברת כוח אדם) hires you and sends you to work for a client: a factory, warehouse or hotel. Under the 1996 law it must hold a Ministry of Labor licence, and cleaning and security contractors need a service contractor licence. An unlicensed agency operates illegally, and it is much harder to recover wages and social benefits from it.
What to check before your first shift
- Find the agency here by its Hebrew name or ח.פ. number. The licence must be valid.
- Ask for a payslip (tlush) every month with the agency name and number: it is your main proof of hours worked.
- If you work for the same client through a manpower agency for more than 9 months, by law you are generally considered the client's own employee, with the same rights as regular staff.
- In cleaning and security, the client you work for is also responsible for your wages. If the contractor does not pay, complain to the Ministry of Labor or Kav LaOved.
